1. Jury System

Application of the jury system across the entire judiciary. The Judge will not be able to decide on the conviction or acquittal of the accused — only the jurors will. Jurors will be citizens drawn by lot with a clean criminal record, representing common sense and the community's sense of justice. Citizens' participation in the administration of justice strengthens the democratic legitimacy of court decisions and curbs phenomena of corruption or undue influence.

The jury system is applied successfully in many advanced democracies worldwide, ensuring that judicial judgment reflects the values and standards of the community. Jurors will receive appropriate briefing and guidance on the legal issues of the case, without however their independent judgment being influenced.

2. Separation of Roles — Sentencing by the Judge

The Judge will decide the sentence in accordance with the list of penalties issued by the Ministry of Justice. In this way it is ensured that sentences are proportionate, consistent and lawful, while at the same time jurors focus exclusively on the factual aspect of the case and the guilt or innocence of the accused.

This separation of competences constitutes a fundamental principle of a modern judicial system: citizen-jurors judge the facts and the guilt, while the professional judge applies the law and imposes the appropriate penalty based on clear and predetermined guidelines.

3. Right to Defence Within One's Home

Defence within one's home and keeping arms at home are lawful under strict conditions. Every citizen has the inalienable right to protect his life, his family and his property within his domestic space. Each person's dwelling is his asylum and no one can be forced to retreat when facing an unlawful intrusion.

Keeping arms within the home will be permitted under strict preconditions: psychiatric examination, clean criminal record, mandatory training in safe use and storage, as well as periodic re-examination of the licence. The goal is the protection of the citizen without endangering public safety.

4. Acceleration of the Administration of Justice

Delay in the administration of justice amounts to denial of justice. We commit to the digitalisation of judicial procedures, the establishment of strict time limits for issuing decisions and the simplification of procedure. Every case must be tried within a reasonable period of time, without adjournments and sham delays.

5. Accountability and Transparency

All judicial decisions must be fully reasoned and publicly accessible. We establish a system for evaluating judicial officers by an independent body, with criteria of speed, quality of decisions and respect for the rights of litigants. Transparency is the strongest bulwark against corruption and clientelism.
